I would say no - just to keep what minimal amount of balance there is for a Glitterboy. Its a big frikkin gun, it is not a swiss army knife

I think a crucial point to keep in mind is that the player's don't know what the GM has planned and sometimes they just need to trust the GM and that they are doing what they do for a reason.

I know it's not popular these days, but GM fiat. If its important to the plot which means its important to the group having fun (which is the point of the plot), roll the dice and ignore them. Soooooooo, as a hardcore lifelong RPGer, i hate dumpstats. In our current Deadlands game, 2 out of 5 players have d4 strength, D10-D12 Shooting, Hip Shooting and Speedload. So tons of shots. So i feel that I should start enforcing the encumbrance rule. So far, i haven't been making them count cloth...

As long as the power costs / negates the development points garnered by the hindrance then no harm, no foul. If they end up with a net gain of development points it would never happen in my game. A hindrance should have a negative impact or it isn't a hindrance.

I wish I had the programming skill but alas I do not. The Character Sheet (Major lift) is already done and part of roll20. Most of the fun things you want to do are just text macros.
